Objective :
Reasonable control for the master key card.

Procedure :
A. KEY SYSTEM
Emergency Master Key Card
The Emergency Master Key (EMK) can open all guest room’s lock including double locked. There will be three keys issued. One to be kept by the General Manager. One to be kept in the safe of the Director of Finance & Business Support. One to be kept in the safe deposit box in the Front Office and can only be jointly accessed by the Duty Assistant Manager and Duty Security Supervisor. The date, room number, reason, time taken and time return must be recorded on a logbook each time the EMK is taken out of the safe deposit box.
Grand Master Key Card
The Grand Master Key Card (GMK) can open all guestrooms’ lock except double locked from the inside. This key will not be made; instead the Executive Housekeeper Master will be issued with the same function. The different between the Grand Master Key Card and the Executive Housekeeper Master Key Card is that if an Executive Housekeeper Master Key Card is lost, only that Key Card needed to be replaced and it will not affect other Executive Housekeeper Master Key Cards. However if a Grand Master Key Card is lost, all other Grand Master Key Card must also be replaced.
Executive Housekeeper Master Key Card
The Executive Housekeeper can also open all guestrooms’ lock except double locked from the inside. There will be three keys issued. One to be kept by the Executive Housekeeper, one to be kept by the Assistant Executive Housekeeper, and one to be kept by the Director of Food & Beverage. The key cards used by the Housekeepers must be locked in a safe deposit box when off duty. The key issued to the Director of Food & Beverage is for the delivering of VIP fruit baskets by the Room Service staff. There should be a log book kept by the Director of Food & Beverage to record the key issued and returned by the Room Service staff. The key used by the Room Service staff should be limited to three hours each day.
Sub-Master Key Card
The Sub-Master Key Card can open all guest room’s door lock of 7 specific guest floors except double locked.

The Floors Master Key Card can open every 3 floors of guest rooms’ door lock except double locked.

The Section Floor Master Key Card can open half of the guest rooms’ door lock of a designated guest floor except double locked.

B. MASTER KEY CARDS MAKING & ISSUING PROCEDURES
Emergency Key Card, Executive Housekeeper Master Key Card and Sub-Master Key Card will be made and issued by the Director of Finance & Business Support with the General Manager’s approval. A logbook will be maintained to record the Key Card issued and returned.
Floors Master Key Card and Section Floor Master Key Cards will be made and issued by the Director of Rooms. A logbook will be maintained to record the Key Card issued. In addition, the Director of Rooms will print out a master key cards making transactions report on a weekly basis and submit to the Director of Finance & Business Support for review, reasons must be stated in the report for making or duplicating any master key cards. Any broken master key cards must be returned to the Director of Finance & Business Support for verification.
C. MASTER KEY CARDS CONTROL IN HOUSEKEEPING DEPARTMENT
Except Executive Housekeeper and Assistant Executive Housekeeper, all other Housekeeping staff must return their master key card to the Housekeeping office before off duty. It is the responsibility of the Executive Housekeeper to ensure all master key cards issued out and returned to the Housekeeping office are properly accounted for and recorded. All master key cards returned to the Housekeeping office must be locked in a safe.
D. DOOR LOCK READER & DECODER CONTROL
The Compaq PDA Reader & Decoder can read the lock set information and to open any lock set (including double locked) when all other master keys fail to do so. The PDA must be kept in the safe of the Director of Rooms. The combination of the safe must be divided into halves and kept separated by General Manager and the Director of Finance & Business Support. This must be properly recorded in the AM log for taking the PDA out of the safe.
